against a 'trigger'

Another good thoughtful post about healthcare, this time against a 'trigger.'

Since he's locking his journal, I'll try to paraphrase his point. Any such 'trigger' law would have to spell out the conditions that would set off the trigger. This would in effect be a set of instructions to the insurance companies how to AVOID setting it off.
